President, PerformCare, and Senior Vice President

Michael Golinkoff, Ph.D., M.B.A., is President of PerformCare, a behavioral health care subsidiary of AmeriHealth Caritas. In addition, Dr. Golinkoff is a Senior Vice President for AmeriHealth Caritas, focusing on behavioral innovation to address medical issues in the populations served by AmeriHealth Caritas. He has nearly 30 years of clinical and medical management experience.

Most recently, Dr. Golinkoff was Executive Vice President of Clinical Specialty Operations for Aetna Inc., where he was responsible for clinical and customer service operations centers for both behavioral health and ActiveHealth, Aetna’s informatics-based medical management organization. Prior to working at Aetna, Dr. Golinkoff held a number of senior leadership roles for United Behavioral Health.

He is a member of the American Psychological Association and the Pennsylvania Psychological Association. Dr. Golinkoff is the Treasurer and Chair elect of the Association for Behavioral Health and Wellness. He has served on the advisory boards of a number of behavioral health and populations health companies. In addition, Dr. Golinkoff is a member of the board for Emily’s Entourage, a nonprofit organization raising money to cure cystic fibrosis.

Dr. Golinkoff holds a Ph.D. in clinical and developmental psychology from the University of Illinois-Chicago and a Master of Business Administration from the Wharton School at the University of Pennsylvania. He completed his pre- and post-doctoral internship and fellowship at New York Hospital-Cornell Medical Center.

James A. Laughman, M.S.W.
Executive Director, PerformCare Pennsylvania

James Laughman, MSW, is Executive Director of PerformCare's Pennsylvania business. He brings to the role nearly 30 years of experience specializing in the field of mental health and developmental disabilities.

Prior to his role at PerformCare, Mr. Laughman had the dual responsibilities of human services administrator for Lancaster County Commissioners and executive director for Lancaster County Behavioral Health and Developmental Services. His responsibilities included planning, directing, organizing and overseeing publicly funded mental health and intellectual disability services. Additionally, he served as a major policy advisor for human service initiatives, programs and projects while building relationships with service providers, advocacy groups, governmental entities and the private sector to obtain feedback on community needs and program performance.

As one of two representatives for Lancaster County to oversee HealthChoices, the statewide managed care program that provides Medical Assistance to approximately 900,000 Pennsylvanians, Mr. Laughman regularly sought opportunities to expand mental health services across the Commonwealth. He has been actively involved in the county's Coalition to End Homelessness and Public Health Partnership and served as acting treasurer of the Capital Area Behavioral Health Collaborative.

Mr. Laughman has worked intensively with state and local agencies to facilitate child abuse prevention and intervention. He spent five years as a supervisor for Child Protective Services, overseeing child abuse investigations and coordinating programs among numerous community organizations to provide quality and outcome based services to Lancaster County's youth.

He is on the Board of Trustees for Norristown State Hospital and is the immediate past president of the Pennsylvania County Human Services Administrators. He has also served on the board of the Pennsylvania Association of County Administrators of Mental Health and Developmental Services.

Scott D. Daubert, Ph.D., is Vice President of Operations for PerformCare. A national, full-service behavioral health managed care company, PerformCare is currently ensuring access to treatment and achieving clinical outcomes through service excellence for more than 1 million individuals in Medicaid, Medicare, and commercial plans. Dr. Daubert is primarily responsible for managing provider operations departments, including Contracting, Provider Maintenance, and Provider Relations, and supporting information technology managed care solutions.

Dr. Daubert, who earned his Ph.D. in counseling psychology from Lehigh University, has served with PerformCare since 2003. He ensures coordination of various functions and departments across the organization to provide an integrated approach to behavioral health managed care. In addition, Dr. Daubert is accountable for compliance with federal and state Medicaid and Medicare regulatory requirements, and has successfully led operational implementations of multiple Medicaid, Medicare and SCHIP programs.

With more than 30 years of professional experience in behavioral health care, Dr. Daubert began his career as a hospital psychologist and clinical program director. Prior to joining PerformCare, he held various leadership positions in Pennsylvania-based hospitals and managed care organizations. His current projects include Information Solutions/information technology system updates, and improving care delivery and coordination using medical, pharmaceutical, and behavioral health data and integrated case management processes.

Bernard James DiCasimirro, M.D., Medical Director, PerformCare Pennsylvania

Dr. Bernard James DiCasimirro is the Medical Director for PerformCare's operations in Pennsylvania. In this role, he provides clinical leadership to the psychologists, physician advisors and care managers, and plays key roles in quality improvement, credentialing and utilization review. Dr. DiCasimirro, who earned his Doctor of Osteopathic Medicine from Des Moines University, joined PerformCare in September 2015. He looks forward to partnering with the other members of the executive management team as they continue to develop creative behavioral health solutions for medical assistance recipients in the commonwealth.

Dr. DiCasimirro's medical career began in 1989 with a 12-month rotating internship at the Metropolitan Medical Centers in St. Louis, Missouri. He then completed a four-year residency in general psychiatry at the Medical College of Pennsylvania (MCP) in Philadelphia, serving as Chief Resident in his final year. Immediately following his residency, Dr. DiCasimirro served as the Medical Director for psychiatric emergency services at MCP.

Over the past 20 years, Dr. DiCasimirro has garnered a wealth of both clinical and leadership experience, having worked in virtually all levels of care across the continuum of psychiatric treatment from outpatient to acute inpatient. He possesses a strong background in addiction psychiatry, having served as Medical Director for two different dual-diagnosis programs for both adults and adolescents in Chester, Pennsylvania, and Riverside, New Jersey. He also brings a solid knowledge of managed health care through his nearly five-year tenure as Associate Medical Director in the Philadelphia office of United Healthcare.

Dr. DiCasimirro was Chief Psychiatric Consultant for the Pennsylvania Department of Human Services' Bureau of Program Integrity from 2003 – 2009. He was responsible for supervising nurse reviewers and conducting medical record and site audits to ensure quality of care and medical necessity of treatment plans. He had significant success in the area of provider relations, having built solid partnerships with the leaders at many of the state's best residential treatment programs.

Prior to joining PerformCare, Dr. DiCasimirro was contracted by MHM Services to be the statewide Psychiatric Director for the Pennsylvania Department of Corrections (DOC). The DOC provides psychiatric care to more than 50,000 men and women in the Pennsylvania prison system. Dr. DiCasimirro's responsibilities included clinical and administrative supervision for more than 40 psychiatrists and certified registered nurse practitioners, and serving as primary liaison to the DOC administration. He takes pride in having helped reduce the frequency of restraint use in that system, as well as improving the consistency and clarity of psychiatric documentation.

Jan Baty

Ms. Baty has overseen the claims and customer service functions for PerformCare since her hire in 2001. She came to PerformCare with nearly 20 years of extensive managerial experience in medical records, claims, provider relations, networking and customer service for the medical as well as managed care industries.

As Director of Claims, Ms. Baty oversees the functions of the claims processing and provider customer service for both the HealthChoices and Indiana Hoosier Alliance Contracts. These functions include the preparation of the payment cycles, claims adjustments, recovery of payments, in addition to the managing of staff that are responsible for processing claims and answering the provider customer service phone line.  She also assists upper management in the development of strategic plans and organizational objectives.

After obtaining her undergraduate degree in Business Management from Abilene Christian University in Texas, Ms. Baty began her career with the Cumberland County Nursing Home as their Director of Medical Records.

Subsequently, she was employed by Hamilton Health Center, a federally qualified health center in Pennsylvania as the claims supervisor, and held several managerial positions with Pennsylvania HealthMATE, Inc., a managed care program sponsored by Hamilton Health Center and later owned by HRM Health Plans of central and eastern Pennsylvania. Here she served as Director of Provider Support and Customer Services and as Manager of Provider Relations and Network Development for over 10 years.

Mimi Agnew, Director of Information Technology

Mimi Agnew
Director of Information Technology

Mimi has over 15 years in Information Technology (IT) and management of information system implementations. She has spent over nine years working directly in behavioral health with an emphasis on HIPAA compliance. Her areas of expertise include electronic data interchange (EDI), analysis and implementation of systems as relates to business operations, claims processing, application and database operations.


She provides oversight to computer network and hardware infrastructure and security and maintains system uptime of greater than 98% for 24 x 7 x 365 operations. In her role, she is responsible for IT budget management and capital expenditures, database administration, application development, data transformation and warehousing, business systems analysis and application support, desktop management and support, LAN\WAN, and telephony.
